The Smart Start vision is to help ALL North Carolina children enter school healthy and ready to succeed.
In 1993, Governor Jim Hunt launched a comprehensive public-private initiative to help all North Carolina children enter school healthy and ready to succeed. The programs name was Smart Start. Since 1993, the number of children receiving higher quality child care has increased from 20 percent to nearly 70 percent. Smart Start is a public-private initiative that provides early education funding to all of the states 100 counties. Surry County adopted the Smart Start program in 1995, calling the local partnership Surry County Early Childhood Partnership, Inc.
SCECP is a non-profit organization which promotes the healthy development of children 0 5 years of age. For the future health and vitality of Surry County, SCECP takes action, on behalf of the people of Surry County, to support children 0 5 years of age and their families through partnerships across the counties.
In order to accomplish our mission, SCECP: -assesses and verifies the needs of children and their families, identifying barriers which may prevent them from accessing services, obtaining resources and/or reaching their potential
-encourages families to fulfill their responsibilities to children
-listens to the concerns of children, their families and their communities
-identifies appropriate strategies and takes the lead in developing solutions to meet the needs of children
-implements plans to improve the health and well being of children and their families
